The Housing Authority of the City of Little Rock, is in search of a Section 3 Coordinator, this position will establish the Section 3 policies to ensure that the employment and other economic opportunities generated by Federal financial assistance for housing and community development programs shall, to the greatest extent feasible, be directed toward low- and very low-income persons, particularly those who are recipients of government assistance for housing. This position helps to ensure that LRHA conducts activities that can help residents build employment skills and find jobs and to assist Section 3 businesses. Excellent verbal and written communication skills are required, and excellent attendance.

1.      The Coordinator shall be responsible for coordinating the screening of applicants and selecting the best qualified candidate that matches the requirements of the position.

2.      Acceptable selection methods may include personal interviews, verification of educational background and employment records, validated testing.

a.     All selection methods shall measure only the criteria required to perform the duties outlined by the job description and criteria and methods must be applied consistently to all candidates.

b.    The Coordinators Department will maintain a "pool" of on-call employees who are available to work on an intermittent basis and meet minimum qualifications.

This position must be ready to take on unique challenges daily. Bachelor’s degree in related field preferred,

but not required; the equivalence of the study in, or past experience of recruitment, personnel management, 

 or other related discipline in public housing is preferred and carpentry/construction experience; is a plus. 

Basic skills in MS Office is required. All activities must support LRHA's mission, strategic goals and objectives.

Under the direction of the Working Foreman, this position performs general carpentry, electrical and plumbing repairs as well as general repairs on mechanical equipment as needed to ensure the proper and adequate maintenance, repair, and renovation of federally assisted housing properties owned and managed by the Little Rock Housing Authority (“LRHA” or “Agency”). This position helps to ensure that LRHA housing is decent, safe, sanitary and in good repair. All activities must support LRHA's mission, strategic goals and objectives. Hands on mechanical test and written test will be administered as well as panel interview.

 Implements and complies with Agency policies and procedures as related to public housing maintenance, repair and renovation.

  • Performs a wide variety of duties involved in the maintenance and repair of interior/exterior of buildings and facilities (dwelling units and non-dwelling areas), grounds, utilities, fixtures, furniture and equipment employing an intermediate to low degree of skill in the plumbing, carpentry, electrical, mechanical and related trade fields; performs grounds and common area maintenance and beautification initiatives.
  • Ensures timely turnaround of vacant units in accordance with Agency policy and HUD requirements.
  • Performs all assigned work orders in most efficient and effective manner; completes work orders within timeframe required by Agency policy and HUD requirements.
  • Makes daily rounds of housing developments and grounds for removal of trash or debris; develops a list and makes general repairs from that list.
  • Conducts preventative maintenance in accordance with the Preventative Maintenance Plan.
  • Makes repairs pursuant to HUD’s Uniform Physical Conditions Standards. (UPCS)
  • Works emergency and after-hours as assigned by the Working Foreman.
  • Inspects dwelling units and non-dwelling areas, determines the nature and extent of repair or maintenance required, and estimates the amount of supplies and materials needed.
  • Performs emergency calls as required; ensures that emergency work orders are abated within 24 hours.
  • Follows all safety protocols; uses goggles, gloves, safety boots and other safety equipment when required.
  • Recommends improvements, alterations, and repairs, as needed.
  • Distributes notices to residents as needed.
  • Performs wellness checks on residents; may discover deceased individuals; may be required to clean biohazards that result from violent death or other human death related incidents.
  • Maintains records on materials, supplies, equipment, time, and nature and type of work performed.
  • Shares information on new techniques/products with other LRHA maintenance staff.
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
  • Performs other related duties as assigned.

The Choice Neighborhoods Program Coordinator is responsible for leading the development and implementation of a Choice Neighborhood Program in the Sunset Terrace and Elm Street Neighborhood in Little Rock, AR. This individual would drive the effort and be the key contact for coordination of all resources and stakeholders in connection with the scope of services to be defined during the planning grant period. This position would be a dynamic leader to help implement and oversee the Choice Neighborhoods Initiative, a signature program launched in 2010 that provides competitive grants to assist in the transformation, rehabilitation and preservation of public and privately owned HUD-assisted housing as part of an overall plan to revitalize neighborhoods of concentrated poverty.  Choice Neighborhoods targets neighborhoods with severely distressed public and/or assisted housing, a concentration of poverty and other characteristics of neighborhood distress.  The program builds on the lessons learned from HOPE VI and is a large part of the Administration’s effort toward investing in new strategies that holistically address the interconnected challenges in neighborhoods of concentrated poverty, including housing decay, and lack of educational prospects, employment opportunities and crime.

Serve as project team lead to conduct comprehensive needs assessments to inform the development of the Transformation Plan in the Sunset Terrace and Elm Street Neighborhood. Serve as project team lead to address the challenges and gaps in services and assets identified through the needs assessments in the Transformation Plan for the three key areas of housing, people and neighborhood. Serve as project team lead to work with public and private agencies, organizations and individuals to gather and leverage resources needed to support the financial sustainability of the plan. Serve as project team lead to conduct technical planning studies concerning local development issues, priorities, or suggested appropriate approaches in the context of the local housing market relative to other alternatives. Work with public and private agencies, organizations (including philanthropic organizations) and individuals to develop the Transformation Plan and secure commitments to collaborate long-term to ensure it will be implemented successfully, gather and leverage resources needed to support the financial sustainability of the Transformation Plan, and identify strategies for building upon and leveraging existing neighborhood efforts and anticipated Federal, state, regional and local investments. Ensure meaningful resident and neighborhood participation throughout the development of the Transformation Plan, including but not limited to public hearings, meetings, websites, forums, charrettes, and other communication that will provide all aspects of the policy and development plans and alternative options to neighborhood residents in sufficient time for them to review, react, and make informed decisions on how proposed plans and policies will impact their daily lives. Serve as project team lead in planning for the collection and strategic use of relevant data by identifying data to track future community impacts once the Transformation Plan is implemented by employing statistical and qualitative analysis of specific metrics developed in partnership with the appropriate local, state, regional and federal agencies/organizations. Serve as project team lead to strengthen management and decision-making capacities of participating organizations to create a comprehensive and integrated Transformation Plan. Serve as project team lead to identify and secure the involvement of effective practices and actors based on the best available evidence. Serve as project team lead to ensure the leveraging of other resources, including housing resources, supportive services, job creation, and other economic development uses on or near the project that will benefit future residents of the site.

Bachelor's Degree in political science, management, social work, communications or related field from an accredited college or university. Masters Degree preferred. Three years minimum related work experience, with building community with low-income populations. Must have experience working with low-income populations. Strong and respected presence in the Sunset Terrace and Elm Street Neighborhood with demonstrated ability to cultivate and build relationships with partner organizations is highly desirable. Established relationships with local government officials and civic leaders. Experience in managing a program budget.
